Wyoming Energy Council Rallies 12 Cities and Counties to Jointly Apply for Federal Energy Efficiency Grant
Home Energy Makeover and Local Government Energy Efficiency and Renewable Installation Project Would Stimulate Over $13.4 Million in Home Improvements


Laramie, WY, December 16, 2009 - The Wyoming Energy Council has submitted an almost $5 million grant to the U.S. Department of Energy for a comprehensive project that would reduce energy use and fossil fuel emissions in residential and government buildings in Wyoming communities while stimulating local Wyoming economies by creating and retaining jobs and supporting local businesses.  

The grant project was designed to leverage federal, state and utility-sponsored incentive programs such as proposed HomeStar and Cash for Caulkers initiatives.  

The grant includes three project components.  

  • Home Energy Makeover Contest to increase homeowner demand for comprehensive residential energy efficiency. The contest would include 6 winning homes and a low-interest financing program for all qualified contest entrants.

  • Local Government Building Improvements with funding to accomplish energy audits, improve energy efficiency, and install renewable energy systems. These projects would save energy and money for the local governments while demonstrating the effectiveness of measures to local businesses and residents alike.

  • Community Workshops and Job Training to build demand for residential and commercial energy efficiency, combined with contractor training courses and workforce development conferences.
Wyoming Energy Council, a non-profit organization, would oversee the grant project. Major project participants include Electric and Gas Industries Association, UtilityExchange.org, Wyoming Home Performance Alliance, and Wyoming Business Council's State Energy Office. Letters of support were received from Building Performance Institute, GE, Western Area Power Administration, SourceGas, Rocky Mountain Power, and EnergyLogic.  

To build project momentum, the Wyoming Home Performance Alliance will present the 3rd Wyoming Utility Efficiency Exchange on March 9-10, 2010 in Cheyenne, Wyoming, followed by The Wyoming Contractor Exchange on March 10-11. The events' goal is to facilitate networking and professional development that will leverage federal, state and utility-sponsored incentive programs such as proposed HomeStar and Cash for Caulkers initiatives.

The Wyoming Home Performance Alliance is a voluntary initiative that allows Wyoming-based energy utilities and developers, government, education, and private-sector organizations to publicly demonstrate their commitment to encouraging Wyoming residents to take control of rising residential utility costs by using a comprehensive "whole-house" approach to make energy-related improvements.
