Description
RESPONSIBILITIES

Buyer I
Under close supervision of the Supervisor-Purchasing, assists in the effective and efficient procurement of a variety of moderately technical or complex commodities, services, construction contracts, and equipment to maintain electric, gas, water, transportation, and broadband services for City Utilities in compliance with City charter, CU policies, Federal and State statutes, Federal Transit Administration (FTA) and Disadvantaged Business Enterprise (DBE) regulations, Environmental Protection Agency (EPA) and Department of Energy (DOE) directives, and other applicable rules and regulations.

Buyer II
Under general supervision of the Supervisor-Purchasing, performs professional work and exercises independent action and judgment in procuring a variety of commodities, equipment, and/or services that may be technical and complex to maintain electric, gas, water, transportation, and broadband services for City Utilities in compliance with City charter, CU policies, Federal and State statutes, Federal Transit Administration (FTA) and Disadvantaged Business Enterprise (DBE) regulations, Environmental Protection Agency (EPA) and Department of Energy (DOE) directives, and other applicable rules and regulations.

Responsibilities include supplier establishment, quotation development, strategic sourcing, bid evaluations, competitive negotiations, executing contracts and change orders, creation and contract administration and management of strategic alliances, pricing and/or term agreements, and the disposal/recovery of surplus and hazardous waste. Advises and provides guidance to internal customers regarding state statutes, regulations, and procedures.

QUALIFICATIONS

Education and Experience

Buyer I
Bachelor's degree required with a major in Business Administration, Accounting, or related field. Extensive professional experience as a buyer may be considered in lieu of a Bachelor's degree. Two years of recent progressively responsible experience in business or a related field is preferred; utility purchasing experience desired. Knowledge of Purchasing's procurement software application is preferred. Additional qualifying experience may substitute for deficiencies.

Licensing/Certification:

Certified Purchasing Manager (C.P.M.), Certified Professional in Supply Management (C.P.S.M.), Certified Professional Public Buyer (CPPB) or related certification is preferred. Willingness to pursue with goal of obtaining a professional purchasing certification within a reasonable amount of time, as determined by management, is expected.

Buyer II
Bachelor's degree with a major in Business Administration, Accounting, or related field is required. Extensive professional experience as a buyer may be considered in lieu of a Bachelor's degree. Two years of recent progressively responsible professional experience as a Buyer I or as a buyer in a centralized public or utility procurement setting with responsibilities similar to a Buyer II is required. Utility experience preferred. Knowledge of Federal, State, and local statutes and regulations is required, with EPA, DOE, FAR, FTA, and DBE procurement related knowledge preferred. Knowledge of Purchasing's procurement software application is preferred. Additional qualifying experience may substitute for deficiencies.

Licensing/Certification:

KNOWLEDGE/SKILLS/ABILITIES

Buyer I

  1. Must possess a working knowledge and proficiency in Microsoft Office software (e.g., Excel, Word) and be proficient in the use of the Internet.
  2. Knowledge of the principles and practices of public procurement is preferred.
  3. Knowledge of Federal, State, and local procurement statutes and regulations (including EPA, DOE, FAR, FTA, and DBE procurement related requirements), City Utilities' Board and Management policies is preferred.
  4. Must possess good oral and written communication skills.
  5. Must be able to work under pressure, deadlines, and make quick decisions.
  6. Must be perceptive and analytical, with ability to create a cooperative environment in complex organizational relationships.
  7. Ability to apply proper descriptive terminology or established specifications when bidding and awarding goods and services is required.
  8. Knowledge of mechanical, electrical, gas, and water material specifications is required.
  9. Should possess assertiveness skills and deal effectively with conflict.

Buyer II

  1. Must have an intermediate working knowledge of mechanical, electrical, gas and water material specifications.
  2. Must possess a working knowledge and proficiency in Microsoft Office software (e.g., Excel, Word) and be proficient in the use of the Internet.
  3. Intermediate knowledge of the procurement cycle and principles and practices of public procurement.
  4. Knowledge of Federal, State, and local procurement statutes and regulations (including EPA, DOE, FAR, FTA and DBE procurement related requirements), City Utilities' Board and Management policies is preferred.
  5. Must possess good oral and written communication skills.
  6. Must be able to work under pressure, deadlines, and make quick decisions.
  7. Should be perceptive and analytical, with ability to create a cooperative environment in complex organizational relationships.
  8. Ability to secure, interpret, and analyze technical data, and to exercise and apply sound judgment.
  9. Ability to apply proper descriptive terminology or established specifications when bidding and awarding goods and services.
  10. Should possess assertiveness skills and deal effectively with conflict.

PHYSICAL REQUIREMENTS
Position requires sitting for long periods of time; standing; and handling/grasping, bending/stooping, and squatting/crouching for filing purposes.

WORKING CONDITIONS
Duties are primarily performed in an office environment.

Miscellaneous Requirements:

  • Must be able to work successfully with diverse groups of people.
  • Must be able to establish and maintain effective working relationships with co-workers, CU internal staff, and vendors.

TESTING
Must be able to take and pass any applicable tests for the position.
