North American Electric Reliability Corporation
NERC, CRE and CENACE Sign Memorandum of Understanding

March 9, 2017

A memorandum of understanding was signed by the North American Electric Reliability Corporation, the Comisión Reguladora de Energía (CRE) and the Centro Nacional de Control de Energía (CENACE). The agreement outlines a framework for a cooperative relationship between Mexico and NERC, the Electric Reliability Organization, to enhance reliability of electric power systems.

The memorandum recognizes the established and growing interconnections between the United States and Mexico and roles of each party in support of continued reliability. The agreement establishes a collaborative mechanism for identification, assessment and prevention of reliability risks to strengthen grid security, resiliency and reliability.

"Assuring a reliable grid across North America is essential." said Gerry Cauley, president and chief executive officer at NERC. "It is important that we continue to share experiences and knowledge and foster an environment of information exchange. I am pleased that we have this opportunity to strengthen the collaboration with our colleagues in Mexico."

As outlined in the memorandum, executives from NERC, CRE and CENACE will form a steering group. The steering group will work together to establish priorities and objectives for the technical collaboration envisioned in the MOU. Technical working groups comprised of staff from the three organizations will be formed as needed to implement the collaboration.

"We meet today's(3/8) agreement with great enthusiasm as it promotes greater efficiency, grid redundancy and energy security among our countries," said Guillermo Garcia Alcocer, president at CRE. "Now more than ever, Mexico is looking forward to collaborating with its strategic partners in developing and implementing frameworks that make the North American energy opportunity a reality. We are convinced this MOU with NERC and CENACE is a step in the right direction."

"We are honored to sign this memorandum with NERC and CRE, which seeks to find better solutions in critical matters spanning cyber security, reliability of electricity systems and the use of wind and solar energy for the benefit of Mexico and the United States," was the message from Eduardo Meraz, director general at CENACE. "We appreciate NERC's willingness to cooperate with us in the exchange of experiences for the successful implementation in North America. This MOU signals our commitment that, we believe, will result in an energy supply with more competitive prices, improved quality and increased environmental sustainability."

NERC, CRE and CENACE look forward to continuing this reliability partnership that will help strengthen the reliability of the grids in Mexico and the United States.
