Description
Functions in a lead role to analyze, direct, monitor, control and/or operate SMUD's Gas Pipelines and Electric Generation and Transmission Systems and associated facilities in a safe, reliable, and efficient manner during routine and emergency situations. Under general direction of the Shift Senior Power System Operator, this position has the responsibility and authority to support and implement real-time actions and provide technical oversight and guidance regarding operation, control and monitoring tasks and responsibilities of the SMUD Transmission Operator and the BANC Balancing Authority Areas.

Exam: A written exam is tentatively scheduled for the 1st week of January.

Major Duties & Responsibilities

Work includes but is not limited to the following: (Note: While in general all functions/duties are essential, individual positions within this class may not require all.)  This list is not intended to be complete or exhaustive.

  • Provide direction and guidance to Power System Operator I's in monitoring and operating SMUD's electrical and gas pipeline systems; provides functional supervision to lower level Operators; establishes priorities, and provides training.
  • Analyzes, directs, monitors, controls and operates SMUD's Gas Pipeline, Electric Generation, and Transmission Systems routinely and during emergencies.
  • Adheres to FERC Standards of Conduct, and complies with WECC Operating Criteria, NERC Reliability Standards, DOT, and other Regulatory Operating Policies, Procedures, and guidelines, including SMUD's power and gas pipeline systems within contractual guidelines and safe practices.
  • Coordinates, confirms and implements Interchange Schedules with adjacent Balancing Authorities prior to implementing the schedules in the BANC's (Balancing Authority of Northern California) Area.
  • Assesses Interchange Transactions for reliability impacts and proper transmission allocation.
  • Facilitates Transmission sales on OASIS as a transmission service provider for TANC and SMUD.
  • Coordinates with Pre-Schedulers and Real-Time Schedulers to ensure SMUD's customer load can be met in a reliable fashion.
  • Controls and monitors the dispatching of SMUD's generation and transmission system and gas pipeline facilities.
  • Maximizes the efficiency of utilization of SMUD's gas pipeline, electric system generation, and transmission facilities by monitoring, controlling and /or coordinating the scheduling of gas pipeline flows and volumes, unit generation, intra hour energy exchanges, water releases, and reservoir management and reserve margins.
  • Provides for coordinated internal gas pipeline and electrical system operation through responsive communication with other SMUD departments and divisions regarding procedure requirements, system constraints, load and outage problems, and operating practices.
  • Maximizes reliability of gas pipeline and electrical systems by evaluating and scheduling outage requests on lines or equipment while ensuring the outage will not jeopardize gas pipeline or electric system integrity.
  • In emergency situations, prepares short-term estimates of generating capacity and reserves necessary to meet system requirements.
  • The following personnel are subject to the Power System Operator II's (Day) responsibility and authority to implement real-time actions that ensures the stable and reliable operation of the Bulk Transmission and Substation Systems: Distribution System Operators, Troubleshooters, Electrical Technicians, Transmission, System Protection, and Substation, Plant, and Real-time Scheduling personnel.
  • During normal operating conditions, the Power System Operator II (Day) has the authority to take or direct timely and appropriate real-time actions without obtaining approval from higher level personnel within the Power System Operator II's own Operating Authority.
  • During emergency conditions the Power System Operator II (Day) has the authority to take or direct timely and appropriate real-time actions, up to and including shedding of firm load to prevent or alleviate System Operating Limit violations.  These actions are performed without obtaining approval from higher-level personnel within the Power System Operator II's own Operating Authority. Maintains NERC Certification through the NERC continuing education process.

Minimum Qualifications

EDUCATION:

  • High school diploma or equivalent.
  • An AA degree in Power System Operations from an accredited college or university may be substituted for one year of experience. 

EXPERIENCE:

  • Three (3+) or more years of journey-level experience in system operations with progressive responsibilities in a generation and transmission utility.

Knowledge of:

Basic supervisory principles and practices; utility practices and procedures pertaining to clearances, operations, construction, maintenance, and safety requirements pertaining to gas pipeline and electrical power systems; basic concepts of gas, power, and water flow and regulation; basic gas and electrical theory; gas systems, electric generation and transmission system operations; basic math including decimals, percentage, and trigonometric functions; and supervisory control systems.

Skill to:

Plan, direct, and train the work of others on a day-to-day basis; analyze complex electrical data; interpret Gas and electrical schematic diagrams, read and interpret complex technical procedures and instruction manuals; make correct decisions in emergency situations; work tactfully and effectively with others; and direct the work of electrical plant staff; make independent decisions regarding system operation; and interpret protective relay operations.

Licenses/Certificates

Must possess and maintain a valid California Driver's License and a satisfactory driving record (not more than two moving violations in the last two years). System Operators must obtain and maintain all required NERC, DOT, or any industry mandated/required Licenses, Certifications, and/or Educational Credits.
