Position Overview:

This position will be a Regulatory Project Manager (MPP1) in the Regulatory Policy group in the Regulatory Affairs organization of Southern California Edison (SCE). Regulatory Policy group is responsible for policy development and case management of emerging regulatory policies such as distributed energy resources, energy storage, net energy metering, electric vehicles charging infrastructure, grid modernization, infrastructure and public safety, security, telecommunications matters, as well as advanced technology research and deployment. 

The successful candidate will help develop policy positions and perform case management functions to support SCE's business interests in regulatory proceedings, primarily at the California Public Utilities Commission. Examples of regulatory proceedings that this position might be assigned to include portions of Distribution Resources Plan OIR (DRP) proceeding, distributed generation tariff and Net Energy Metering reform related proceedings, telecommunications matters related regulatory activities, and safety/security related regulatory proceedings.

Typical Responsibilities:

  • Leads regulatory case management functions. Prepares or help prepare testimony or position statements, ensuring the company's position is reflected accurately.
  • Develops persuasive comments, arguments, and filings submitted to regulatory agencies to advocate SCE's position.
  • Represents SCE in proceedings with various regulatory agencies, other utilities, regional & national industry organizations, interveners, customers, and other departments and/or parties.
  • Leads cross-functional teams to identify and address strategic issues associated with regulatory proceedings. 
  • Coordinates the development of company's positions, processes, and strategies with internal stakeholders. Interacts with internal and external parties to advance SCE's positions.
  • Maintains thorough knowledge of regulations, rules, and procedures. Coordinates with Subject Matter Experts (SME) to develop recommended positions and propose changes to draft regulations and legislation.
  • Monitors progress, communicates status, and elevates issues as necessary.
  • Communicates with all levels of the organizations, including management, regarding relevant regulations and legislation.
  • Manages cross-functional teams to complete discovery, respond to data requests, and meet deadlines for regulatory filings.
  • Identifies tasks required to complete regulatory requirements. Interprets regulatory requirements and provides technical support, oversight and guidance to the business to ensure compliance. Conceives the framework for quantitative analysis and research in support of company's positions. Identifies, develops, and applies appropriate quantitative models.
  • Help coordinate witness preparation process for hearings.
  • Reports on regulatory activities to Regulatory Affairs management team. Supports the regulatory activities of the organizational unit(s) assigned.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in relevant field such as Engineering, Business, Public Policy, Law, Environmental Policy, or related field of study.
  • Four years of experience in project management or similar cross-functional coordination within a regulated environment or industry

Desired Qualifications:

  • Master's degree or Law degree
  • Five or more years of project management or case management experience in the energy industry;
  • Strong oral and written communication experience and skills.
  • Strong organizational skills with high level of initiative and ability to effectively interface, collaborate, and partner with stakeholders, senior management, clients and team members to help drive solutions and ensure stakeholder buy-in.
  • Experience as a leader to set priorities, achieve desired actions and outcomes through negotiation and influence.
  • Proficient with Microsoft Word, Excel, PowerPoint, Project, and Visio.

 Comments:

  • The primary work location for this position is Rosemead, CA; however, the successful candidate will be asked to work in our Westminster location on a regular basis. Additional travel may require to conferences and regulatory proceedings related events as needed.
