MISO's 2025 Value Proposition shows the organization delivered $7.6 billion in value last year through its coordinated approach to grid reliability, market operations and regional transmission planning. This corresponds to a benefit-to-cost ratio of approximately 21:1, meaning members received more than $21 in value for every dollar spent on MISO.
With these results, total measured benefits since 2007 have surpassed $57 billion, reinforcing the critical role MISO plays in supporting reliable and cost-effective electricity for 45 million people across its footprint.
"As the grid undergoes rapid and unprecedented change, the value we create through regional coordination has only become more important," said John Bear, President and CEO of MISO. "Last year's measured benefits underscore how critical MISO is to managing growing system complexity and delivering reliable, cost-effective service for our region."
MISO's Value Proposition measures the financial benefits the organization's regional planning and operations provide to its members and the customers they serve. It compares the cost of operating the grid under MISO's centralized markets, planning and operations against a scenario in which utilities operate independently and at a smaller scale. It serves as a practical reference for members and states, highlighting the value of shared regional capabilities that no single member or state could replicate alone.
This year's report reflects a redesigned methodology to better capture value amid rapid changes in the energy landscape. With more variable resources, rising demand and increasing system complexity, MISO updated its framework to provide a clearer and more complete picture of member value. Using the enhanced methodology, key value areas include:
- Managing efficient and reliable operations ($3.1 billion): The value MISO's competitive energy and ancillary services markets create by lowering the cost of serving load
- Supporting cost-effective resource investments ($3.3 billion): The value that members and states realize by drawing on resource and demand diversity across a large region to meet reliability obligations with less investment than they would need to do so alone
- Regional transmission planning ($1.6 billion): The value of transmission planned and built at a regional scale; a new benefit category not accounted for in prior versions of the Value Proposition

The 2025 report includes a Forward View, projecting how value may grow as system needs evolve. Estimated net benefits are expected to reach $16 billion in 2035 and $23.8 billion in 2045, reflecting the continued importance of regional coordination in an increasingly complex energy landscape.
